AUSTIN (KXAN) - When you are 13 years old, you look up when a high school student walks by. You look up at him and you look up to him.

"I remember when I was a kid, if a regular adult was talking to me about this sort of thing [bullying], I'd brush them off," said recent high school graduate Boni Rosales, 19. "But now we're actually kids around their age group and they're actually performing a play and putting visuals in it. I think they pay a little more attention because they sort of look up to us. We're sort of what they're going to turn into."

Rosales is in his first semester at Austin Community College , but he's still a member of the mostly high school student cast of Changing Lives Theatre Ensemble , a group of young thespians put together by Safe Place and the Theatre Action Project.

He and his fellow cast members are touring a play about bullying to local middle schools, home to the raging adolescence that breeds bullies by the boat load.

"The medium through which we're doing it, it's not like we're going to middle schools and just lecturing them," said cast member Jessica Norriss, 16. "It's through real-life plot, which they can hopefully relate to; and then showing them how to stop or how to stand up for themselves or what they need to do, as opposed to, 'This is what you need to do.'"

"They really look up to us," added cast member Kristal Jackson, 17. "Everywhere we go they want to talk to us; they want to high-five us; they want to act like our friends because we're older and we're in high school and they think of us as cool kids because we're older. I really think that they look up to us."

"Their play tells the story of Claire, a new girl in school, who on her first day on campus finds herself in the crosshairs of a jealous girlfriend and her name on the keyboards of virtually every cell phone in school. Vilified and tormented by her new classmates, the girl is reduced to tears, isolated and comforted by only one fellow student, the first boy she met. He's just being friendly, but his jealous girlfriend launches a bully attack on the girl that leads all the way to an 'ihateclaire.com' website.

"Bullying is a very serious problem," said Catherine Flores, a 7th grade counselor at Webb Middle School , one of the stops on the ensemble's tour. "I feel like it was back when I was a student, but I think it's gotten even worse now with MySpace, Facebook, text messages. It's kind of just reached a whole new level."

"A lot of parents, even teachers are unaware of how common it is," said Flores, the counselor. "I talk to kids about this weekly, daily sometimes. A lot of fights are now starting via the Internet or text messages or phones. The impact of bullying is huge on kids. It affects their self-esteem. Sometimes they're scared or nervous to go to school and that's the last place that you want a kid to be scared to go to; that's where they need to feel safe.

But more and more adults are listening, including the managing artistic director of the ensemble, Susie Gidseg.

"When my students come in and talk about cyber bullying, kids that have never even thought that what they were doing was wrong kind of have an 'Ah-hah' moment,"she said. "And to us, that's what we're trying to get to, to get the active bystanders to stand up and speak out and help people."

By plays end, Claire has stood up for herself and confided in her father about the bullying she suffered. A wave of understanding moves through the make-believe students played by the real ones. Apologies are offered and accepted.

"They realize it's not cool; we're hurting this person," said Jackson. "The people in the play are getting hurt."

She thinks about the middle schoolers in the audience and imagines one of them saying, ' Maybe this person I'm picking on is getting hurt, too.' And they're realizing they can do something about it."

February 1st marks the beginning of Teen Dating Violence Awareness and Prevention Month, a nationwide push to end teen dating violence and promote healthy teen relationships. A few really exciting proclamations have been made in support of this month.

Our Austin Mayor, Lee Leffingwell, recognizes this month as "Healthy Teen Relationship Month."

The U.S. Senate designated the month of February 2011 as "National Teen Dating Violence Awareness and Prevention Month."

President Obama also weighed in on the issue, stating that :

"My Administration is committed to engaging a broad spectrum of community partners to curb and prevent teen dating violence. The Department of Justice's Office on Violence Against Women supports collaborative efforts to enhance teens' understanding of healthy relationships, help them identify signs of abuse, and assist them in locating services."

This survey shows that Texas schools are taking a first step toward responding to dating violence and raising awareness among students, school personnel and parents. However, school-based interventions including procedures for responding to incidents, safety planning, enforcement of protective orders, school-based alternatives for protective orders, and counseling for affected students are being implemented inconsistently in Texas schools. Awareness education primarily consists of guest speakers and lessons on dating violence that are integrated into related curriculum.

While these are important first steps in addressing dating violence and raising awareness, they are not considered effective for preventing dating violence before it occurs. Recent reports on a sharp drop in bullying at US schools credit comprehensive bullying prevention programs with the success (Finkelhor, Turner, Ormrod, Hamby, 2010). Unfortunately, the same study finds increases in dating violence among teens. Bullying prevention programs that engage teachers and parents through training, educate students with classroom curricula, and develop leadership and bystander skills may offer models for effective prevention of teen dating violence before it starts. Schools and policy makers should take steps to increase safety for youth victims and to support comprehensive prevention programming for teen dating violence.

In a small room of the Yarbrough'nem Recording Studio in East Austin, four young friends crowd around the microphone.

The hip-hop beat punctuates the room and the voices launch into a passionate musical prayer.

"Instead of knocking you down, he should be picking you up," sing the Public Offenders. "She's not in prison, why are you knocking her down?"

The song is aimed at a victim of teenage dating violence. It is a subject the members of the rap group know well. In March 2003, Ortralla Mosely, one of their best friends was stabbed to death by her ex-boyfriend at Reagan High School.

"It was a weird day," said Public Defenders member Yoli Zapata. "I was in a strange place. Everything was kind of going in slow motion."

Ortralla's mother, Carolyn Mosely, stayed close to her daughters friends as the difficult days dragged on in the murder's aftermath. Carolyn, though, prefers another name.

"God named me, Mother, when my children was born," she said. "I don't have the name, Carolyn, anymore. When I had my children, I got a new name. It's called, Mother. And I'm going to wear that name, not just for mine, but for yours and everybody else's."

Her goal is simply to protect children and help them grow strong.

"Trella recognized the hurting process," she said, "because her mother, me, I was an abused person by my mother, by men, by different people in my life. I've been raped; I've been through a lot of different things. Trella was educated. She knew. She did what she was supposed to do."

Zapata agrees.

"Trella did express some feelings that she did fear for herself and we did go up to the appropriate people and we did tell them, 'Hey,'" she said. "And it was like, 'Well, we have to have the evidence.'"

Mosely has worked tirelessly since 2003 to change that reality.

"Now we have House Bill 121 that has passed in law that says that we have to now teach a curriculum in school to show the red flags, how we should approach the situation, how we should get the child out," she said. "All of these steps were not taking place when Trella was needing help."

The Public Offenders have been part of that change, as well. They have toured the country, offering up their hip-hop testimony to young people who face the dangers of teenage dating and the adults who hold in their hands the power to help.

From 6 to 8 p.m., Feb. 1, they will participate in the Start Strong Initiative's kick-off program for the Teen Dating Violence Prevention and Awareness Month. Several local agencies are working together under the Start Strong Initiative banner using a grant from the Robert Wood Johnson Foundation. Austin is one of only 12 cities across the nation to receive the money.

"We want young people to question, you know, and to think about what are my standards for relationships, my expectations," said Start Strong director Barbara Ball. "What is the difference between a healthy or an unhealthy, disrespectful, abusive relationship."

Back in the studio, the Public Offenders sing, "I'm not in prison."

The beat has the strength, they hope, to break the chains of violence in dating relationships.

Mother Mosely is sure of it.

"It's showing other children that you can pass abuse and make something of yourself," she said. "You choose today what your tomorrow will be."

February is National Teen Dating Violence Awareness and Prevention month and a local organization is kicking off a new campaign. Start Strong stopped by Good Day to talk about the program.

Teen dating violence is a serious problem. According to a news release, one out of every 10 students has been hit, slapped or physically hurt on purpose by their boyfriend or girlfriend.

Teen dating violence increases the risk for physical, emotion and mental health problems including drugs and alcohol abuse, unplanned pregnancy, sexually transmitted infections, depression/anxiety and dropping out of school.

Everyone in the community has a stake in preventing dating and sexual violence. Parents, teachers, coaches, peers and other important people in young people's lives can teach, model and support healthy relationships for youth.

Start Strong says teens want to be part of the solution and they are being empowered with the knowledge and skills to lead efforts to prevent dating violence in their communities.
